What is the difference between a gambling licence and a fair-play certification and why do both matter?

These two things protect you in completely different ways — and you genuinely need both working together.

A gambling registration (Ontario uses the term "registration" rather than "licence") is the legal authority to operate. The AGCO's regulatory framework helps ensure that igaming in Ontario is conducted, managed, and operated with honesty and integrity, and protects Ontario players. Specifically, RNG testing involves statistical analysis of data sets with millions of data points to verify the randomness of both hardware and software RNGs used to determine game outcomes — which are central to game integrity. Why neither one alone is enough

A registered operator without certified games could theoretically run software that never paid out fairly — the registration says nothing about the mathematics inside any particular slot or blackjack variant. Conversely, a site with a credible fair-play seal but no Ontario registration is operating outside the law, which means you have no regulatory recourse if something goes wrong, no mandatory player-protection tools, and no guarantee that your funds are protected.
